Hon’ble Speaker Shri Vijender Gupta, while addressing the Assembly, emphasized the crucial role of maintaining peace and order within the House. He highlighted the Speaker’s authority to take necessary measures to ensure decorum and uninterrupted legislative proceedings.
Shri Vijender Gupta elaborated on the Speaker’s power to direct the withdrawal of any member whose conduct is disorderly or defiant. In such cases, the concerned member must immediately withdraw from the House and remain absent for the remainder of the day’s sitting.
Furthermore, the Speaker may name a member under specific circumstances, including:
* Non-compliance with the Speaker’s order to withdraw.
* Inadequacy of prior disciplinary measures.
* Wilful and persistent obstruction of proceedings.
* Repeated disorderly conduct within the same session.
Once a member is named, a motion for suspension may be moved by the Leader of the House, the Minister for Parliamentary Affairs, or any other member in their absence. The suspension period varies:
* First occasion – Three sittings.
* Second occasion – Seven sittings.
* Subsequent occasions – Remainder of the session (unless the House decides otherwise).
The suspended member must immediately withdraw from the precincts of the House. Failure to comply may result in an extended suspension for the remainder of the session without further action. Additionally, a suspended member is barred from entering the House premises or participating in any legislative or committee proceedings.
Hon’ble Speaker Shri Vijender Gupta underscored that these provisions are essential to uphold the dignity of the House and ensure smooth legislative functioning. He urged all members to adhere to decorum and engage in constructive discussions in the interest of governance and public welfare.
