legislative assembly sat for only 74 days in the past five years Minister of Home, Power, Urban Development, Education &
Training, Government of Delhi-NCT, Ashish Sood, today addressed the Delhi Legislative
Assembly, highlighting the mismanagement, corruption, and democratic erosion under the
previous administration.
In his speech, Shri Sood emphasized the new administration’s commitment to eradicating
corruption and strengthening democratic values. He condemned the previous government’s
undermining of democratic institutions, pointing out that the legislative assembly sat for only 74
days in the past five years—the lowest in Delhi’s history. Despite this, the opposition evaded
important public discussions and avoided being held accountable for their actions.
The Minister strongly condemned the massive Delhi liquor scam, which he stated involved the
previous administration. Shri Sood referenced the reports by the Comptroller and Auditor
General (CAG) that exposed widespread corruption within the government, leading to public
demands for accountability. He remarked, “Those who once claimed to symbolize honesty are
now the masterminds of a ₹2,000 crore liquor scam.”
Shri Sood also highlighted the severe financial mismanagement under the previous government.
He revealed that Delhi’s advertising budget had surged from ₹81.23 crore in FY 2015-16 to ₹490
crore in FY 2021-22, a staggering increase that prioritized publicity over real governance. In
contrast, essential sectors like education and healthcare received inadequate funding. Out of a
total ₹720.88 crore allocated to education, only ₹278.74 crore was spent, exposing the so-called
“education revolution” as a farce. Similarly, only ₹373.30 crore of the ₹886.80 crore healthcare
budget was utilized, leading to a deteriorating healthcare system.
